In the absence of adequate public funding and an effective administration department under the Chinese government, the development of road traffic injury surveillance and information systems has been too slow to meet present requirements of MVC control and prevention efforts in China. In addition, it has made comparisons difficult when doing MVC research in China (15). For example, at present, much of the developed world defines the mortality of a road traffic collision according to the number of deaths occurring up to 30 days after injury (43). China, however, defines it according to the number of deaths occurring within 7 days after injury, and the number of death wasn’t taken into account for a road traffic collision’s data while the MVC occurred on the railroad in China (20). In addition, there are still eight kinds of road traffic collisions that aren’t incorporated into national statistics in China. For instance, MVCs occurring on private roads constructed by factories, mines and farms’ owners, on cluster paths between houses or buildings, on sections of road still being constructed, and at rail crossings have not been included into traffic collision statistics. Thus, there are frequent discrepancies between data from groups such as police and from health-related sources due to different standards of data collection. As well, underreporting of road traffic injuries also limits the validity of some existing data sources. There is no doubt that this kind of situation can explain why there were different statistical results reported by China and the WHO in 2002.
