按照上面的说法,张的女儿完全可以持加国护照回国,然后再到当地的派出所上户口。
在这一点上,使馆的人说的很对。

I don't have no time or energy to search info to share but here is my work experience:
Children born in a foreign country to both parents who are Chinese citizenships can apply for a Travel Permit from the local Chinese consulate office to return to China and enjoy benefits like the local kids. These children can have in their possession their foreign passports but their management will follow exactly the same like other Chinese children.
The official from the Chinese consulate was quite honest, except that I am not sure about his statement of one child policy. There is penalty for sure, but one child policy does not apply to children born overseas. Also, Sherry is the only child, so there will be no penalty.
I have seen children like Sherry living on a Travel Permit in China for a few years without difficulties.
One problem though. These children may have difficulties proving who they are when returning back to North America. They were babies when they left. They were toddlers when they returned. Some of them had to do DNA tests to prove who they are.
In my opinion:
1. If Hong Zhang is allowed to stay, there is fine. After all, she has stayed in this country for 10 years. Based on the principle of continuity, she has a chance.
2. I don't like the Chinese government, though I have to admit they have made tremendous improvement in the past 10 years. If Hong Zhang and Sherry leave for China, Sherry will have a life like most Chinese children. Whether Hong Zhang can find a job in China to support her child is beyond you and me. |
