建议不要感情用事。是自己的亲人，完全可以理解焦急愤怒的心情。ems的人都是经过3年多培训出来的，他们都是照章办事，不会有半点出格。如果告他没守规矩，肯定成功，但这种情况，我觉得没有机会赢。

非常同情楼主的遭遇，支持投诉。在加拿大总是听到 this is our procedure， this is our policy，似乎他们都是在照章办事，就是错了也没有责任，尽管这种投诉可能不会对责任人带来任何惩罚，但却有可能改变一些愚蠢的procedure，避免为更多的人带来不幸。

以我身边所经历，发生的类似于此事件实际情况，实话实说：
1.讨公道-----诉讼EMS的想法，应打消，因为如果在加拿大被骗10万$,通过诉讼最终胜诉，拿回到手的钱是有限的，也就是5000$-----15000$,因为其余的多数钱被支付给高昂的律师费了，还有更惨的------不仅没有讨要回被骗的钱，反而又支出了一大笔律师费，有一些很形象的说法：在加拿大假如你被骗子骗了，如果你找律师通过诉讼讨公道，可能你就会像遭遇了第二次被骗。如与EMS诉讼，我们是处于很不公平的条件下诉讼：因为EMS是公币聘请律师，我们是个人支付律师费，他们仅利用拖延术，就迫使你不断的出庭，不断的支付高昂的律师费而中止诉讼，另外加拿大的法律是谁主张，谁举证，而医疗纠纷的证据却恰恰相反的被掌握在你的被告手中，很难举证，这是诉讼难得关键，有良心的律师，不愿意接手医疗纠纷的诉讼案件，骗钱的律师则说你能够胜诉，愿意接受诉讼案件，最后胜诉的几率可想而知；
2.中风的成因，随之医疗科技的不断提高进步，近些年来已有早期发现，预防诊断措施，尤其是在中国国内在老年人的群体，预防中风常识医疗知识的普及率很高，此类书在书店都可买到，此文的作者对其母亲的既往身体健康基本状况，诸如血压等掌握了解不是很清楚，预防中风的概念也就是忽略了；其实加拿大的免费每年的身体健康检查的诸多血的化验指标中，家庭医生在判定此报告时，会提出一些忠告的，可能作者家庭忽略了；
3.中风后的后遗症，理疗对于恢复肢体障碍，至关重要，中医综合诊疗的效果更为明显，这是被公认的，在加拿大多伦多地区，明显的恢复中风后遗症的事例，不胜枚举，望你们也为母亲尝试采用中医综合诊疗，为时并不晚；我的朋友母亲在此地中风后2周后返回国内康复医学医院继续治疗，效果很好，脸面半侧麻癖，嘴歪被治疗康复了，半侧胳膊，腿脚康复的也很好，自理没有问题。

即使不起诉EMS，至少可以投诉他吧，总不能让那个救护车司机像什么都没发生过一样。

我也是加拿大医疗体系的受害者，但这边的律师更坏。
如果能买到同仁堂的【安宫牛黄丸】是很有效的药。

I used to work for Canada Stroke Research group in Sunnybrook hospital many years ago, and I know there is a standard procedure for EMS how to treat stroke patient with tPA. I think you should find a lawyer if they did not follow the rule and violate the procedure. Don't keep silent, you need to flight them back

During a BBQ, a friend stumbled and took a little fall - she assured everyone that she was fine (they offered to call paramedics) ...she said she had just tripped over a brick because of her new shoes.

They got her cleaned up and got her a new plate of food. While she appeared a bit shaken up, Ingrid went about enjoying herself the rest of the evening

Ingrid's husband called later telling everyone that his wife had been taken to the hospital - (at 6:00 pm Ingrid passed away.) She had suffered a stroke at the BBQ. Had they known how to identify the signs of a stroke, perhaps Ingrid would be with us today.. Some don't die. they end up in a helpless, hopeless condition instead.

A neurologist says that if he can get to a stroke victim within 3 hours he can totally reverse the effects of a stroke...totally. He said the trick was getting a stroke recognized, diagnosed, and then getting the patient medically cared for within 3 hours, which is tough.

RECOGNIZING A STROKE

Thank God for the sense to remember the '3' steps, STR . Read and Learn!

Sometimes symptoms of a stroke are difficult to identify. Unfortunately, the lack of awareness spells disaster. The stroke victim may suffer severe brain damage when people nearby fail to recognize the symptoms of a stroke.

Now doctors say a bystander can recognize a stroke by asking three simple questions:

S *Ask the individual to SMILE.
T *Ask the person to TALK and SPEAK A SIMPLE SENTENCE (Coherently)
(i.e. It is sunny out today)
R *Ask him or her to RAISE BOTH ARMS.

If he or she has trouble with ANY ONE of these tasks, call emergency number immediately and describe the symptoms to the dispatcher

New Sign of a Stroke -------- Stick out Your Tongue

NOTE: Another 'sign' of a stroke is this: Ask the person to 'stick' out his tongue.. If the tongue is 'crooked', if it goes to one side or the other,that is also an indication of a stroke.

A cardiologist says if everyone who gets this e-mail sends it to 10 people; you can bet that at least one life will be saved.
