US House offers strong backing to Tibet

WASHINGTON (AFP) — The US Congress on Wednesday nearly unanimously urged China to end "repression" in Tibet, ignoring Beijing's warnings just as its foreign minister prepared to meet President Barack Obama. The House of Representatives voted an overwhelming 422 to 1 to approve the resolution, which marks 50 years since a failed uprising in Tibet that forced the Dalai Lama into exile. Nine House members did not vote.

The resolution urges China to "cease its repression of the Tibetan people, and to lift immediately the harsh policies imposed on Tibetans."

The resolution came amid heightened tensions between China and the United States, after navy vessels from the two countries clashed in the South China Sea.

In a bid to ease the simmering spat, US President Barack Obama on Wednesday invited Chinese Foreign Minister Yang Jiechi to the White House -- ignoring protocol, which normally sees diplomatic meetings take place between representatives of similar rank.

But in language expected to anger Beijing, the Congressional resolution also called on China to resume dialogue with the Dalai Lama, Tibet's exiled spiritual leader and to "find a lasting solution to the Tibetan issue."

It also saluted India for hosting tens of thousands of Tibetan refugees.

China had warned that US criticism on Tibet would harm ties between the two countries.

Chinese Foreign Minister Yang Jiechi was holding talks in Washington Wednesday and was to meet President Barack Obama on Thursday.

"I hope the foreign minister who's in town today hears it -- it is cultural genocide, systematically destroying the framework of Tibetan society," said Congressman Frank Wolf, a sponsor of the resolution.

The Republican lawmaker sneaked undercover into Tibet in 1997 and said he heard accounts of torture by monks and nuns who merely expressed support for the Dalai Lama.

During last year's anniversary of the 1959 uprising, China broke up another round of protests. Rights groups say more than 200 people died and 1,200 remain unaccounted for a year later.

"Where are they? Let's ask the foreign minister when he goes to the State Department -- where are they?" Wolf said angrily.

House Speaker Nancy Pelosi, a longtime supporter of Tibet, took to the floor of the chamber to seek support for the resolution, which does not threaten any action against China if it does not comply.

"I so had wished decades ago that we wouldn't be standing here now still pleading the case for the people of Tibet," Pelosi said.

"It is long past time -- 50 years -- for Beijing to respect the human rights of every Tibetan and indeed every Chinese," she said.

The sole 'no' vote came from Ron Paul, a maverick libertarian from Texas who last year unsuccessfully sought the Republican presidential nomination. He often rejects such resolutions as inappropriately interventionist.

"I don't think the United States would like it too much if China postured in a similar way on our affairs, and there is really no benefit to these types of actions for us," said Rachel Mills, a spokeswoman for Paul.

The White House and State Department on Tuesday also voiced concern about human rights in Tibet and urged dialogue with the Dalai Lama, although their statements were briefer and more mildly phrased.

Secretary of State Hillary Clinton, meeting with Yang, said that the Obama administration was "absolutely committed" to defending human rights. She had come under fire from rights groups for not speaking out more loudly on China.

China's foreign ministry had urged the US Congress to drop the Tibet bill, saying the measure proposed by "a few anti-China representatives disregards the history and reality of Tibet."

One sponsor of the resolution, Democrat Howard Berman, said that "our friends in China" should consider the resolution not as an attack but as a call to re-engage with the Dalai Lama.

"This resolution is not anti-Chinese. We have deep, deep respect for both peoples" of China and Tibet, Berman said.

"But after eight rounds of fruitless meetings between the Chinese government and the representatives of the Dalai Lama, it appears to many of us that China is not serious about achieving a resolution of this difficult issue," he said.

HOUSE PASSES HOLT RESOLUTION CALLING ON CHINA TO END REPRESSION OF TIBET
       
        Washington, DC – The U.S. House of Representatives today passed a Congressional Resolution (H.Res 226), introduced by Rep. Rush Holt (NJ-12), that recognizes the plight of the Tibetan people on the 50th anniversary of the uprising against Chinese oppression and the exile of the Dalai Lama. The resolution calls for a sustained multilateral effort to bring about a durable and peaceful solution to the Tibet issue. Additionally, the resolution calls upon the Obama Administration to press China to respect the human rights of the Tibetan people. Last year, Holt joined a Congressional delegation led by Speaker Nancy Pelosi on a visit to His Holiness the Dalai Lama in Dharamsala, India.

Cosponsors include Reps. Ileana Ros-Lehtinen (FL-18), James McGovern (MA-3), Frank Wolf (VA-10), Joseph Cao (LA-2), Keith Ellison (MN-5), Edward Markey (MA-7), Dennis Kucinich (OH-10), Eleanor Holmes-North (DC), Nita Lowey (NY-18), Howard Berman (CA-28), Tammy Baldwin (WI-2), and Jan Schakowsky (IL-9)

“Tibet has been under the heavy hand of China for almost five decades, and the situation has deteriorated with China brutally suppressing Tibetans and systematically and relentlessly eradicating Tibetan culture,” Holt said. “I have been moved to see and hear, first-hand, the pleadings of Tibetans of all ages who have braved Himalayan crossings to escape oppression. The Dalai Lama gives them hope and calls on the world not to forget those who have fled and those who are left in Tibet. We, too, should give them hope.”

Said Speaker Nancy Pelosi: “The situation in Tibet challenges the conscience of the world.  If freedom-loving people do not speak out for human rights in China and Tibet, then we lose the moral authority to talk about it in any other place in the world.  With this legislation, we honor and remember the people of Tibet in their ongoing struggle.”

The resolution does the following:

--Recognizes the Tibetan people for their perseverance in the face of hardship and adversity and for creating a vibrant democratic community in exile.

--Thanks the government and people of India for their generosity toward the Tibetan refugee population.

--Calls upon the Government of the People’s Republic of China to “respond to the Dalai Lama’s initiatives to find a lasting solution to the Tibetan issue, cease its repression of the Tibetan people, and to lift immediately the harsh policies imposed on Tibetans.”

--Calls upon the Administration to recommit to a sustained effort that uses diplomatic, programmatic, and multilateral resources to press the People’s Republic of China to respect the Tibetans’ identity and the human rights of the Tibetan people.

我看中国对购买美国债券有自己苦衷,也是一种谋略。中国的最头疼的问题是台湾这个睾丸攥在美国佬手里。中国要发展,不能随便开战。通过购买美国债券,也有从经济手段上约束美国台湾政策的意思。当然,是否继续买,要看形势发展。

有一天台湾统一完成,我敢断言中国会很快停止购买美国债券,并且尽快抛出。
