BALTIMORE (WBFF) – The Baltimore City Public School system operates with a $1.2 billion budget while college and career readiness tests from 2019 show 90% of students are not proficient in math and 83% are not proficient in English. Part of the platform for the $4 billion a year Kirwan education plan aims to pump more money into the classroom in anticipation of better results. Going to the taxpayers for more money to foot the bill for public education – like Kirwan – isn’t a new concept. In 2002, Maryland lawmakers launched Kirwan’s predecessor, the Thornton Commission.
