The transaction is being closely watched in diplomatic circles because China is establishing a cross-country model that will allow it to take out major land leases in countries like Pakistan, North Korea and Sudan. These countries in turn will benefit from Beijing's largesse. "This move is going to have significant diplomatic implications. We have to see how Russia and other members of the former Soviet Union react.
