Don't forget  Russians are afraid of a nuclear war too. So at the end of day, no country dares to use the nuclear weapons even if they have them. The danger is that by continuing giving ground to Putin for fear of a nuclear war, the west is only encouraging him to become more aggressive and thus invade more countries. When the west eventually has no ground to give, it will be too late. This is the lession from WWII.

I believe it will happen, but then WWIII.

Nobody needs to open fire, NATO can simply move significant troops and weapons to Ukraine, Georgia, Poland, Romania and other Baltic countries, setup missile defenses, and begin military exercises. Draw a red line for Putin, and let him know that NATO is not paper tiger. Economic sanctions are also necessary.
At the minimum, stop the stupid talks of not wanting a war with Russia. This is the same thing as waving a white flag in the face of an enemy force and invite them to come in. How stupid is that?

Still, it makes sense, but it is hard to have just one voice.

All other things you said need tax payers to pay more, and it is not so easy in western countries.

There's no need to raise taxes. By using the US$ as the world's reserve currency, the world has given the US a blank check to spend as much as they need on defences and other things. In exchange, the US agreed to protect the free, democratic countries in Europe, Asia and Canada. This arrangement allows countries like Canada to maintain a nominal defence force, but still enjoy the safety guaranteed by the United States. The US military commitment is the foundation of the peace and prosperity of the free world that we have since World War II. The Obama administration is delivering a very worrying message that the US is no longer able and no longer willing to provide this protection. This statement is having a profound impact on the world which could very well leads us to WWIII.
As a Canadian, do you think Obama will do anything if Canada engages in a conflict with Russia for energy resources in the North? Not a chance.

This sanction is a good step but far from enough. Every Russian knows already Putin's income is a lot more than his pay check, so revealing this information will do little damage to Putin's support at home. An effective sanction should hit a much wider Russian population so they start to blame Putin for their trouble. But the West simply lacks courage to deliver such a sanction. When Obama heard the news, the first thing he did was saying repeatedly that US will never consider military option, the 2nd thing was talking to Putin for 2 hours trying to convince him swallowing Ukraine is not good for Russia. Putin sees this as weakness, and he is exactly right. It's fortunate for Putin that Obama is an 'all talk no action' president who does not have the courage to stand firm on anything.
What happens in Ukraine does not stay in Ukraine, governments in China, Japan, Taiwan, Israel, West Europe, Koreas, Iran, Saudi Arabia, etc are all watching closely at US responses, and planning their own actions accordingly.  It's not difficult to imagine a lot more conflicts will soon breakout in other parts of the world because of the US withdrawal and weakness that are demonstrated so vividly in Ukraine.
