BRUSSELS (Reuters) - NATO would have to pull all its troops out of Afghanistan by the end of 2014 if Afghan President Hamid Karzai does not sign a security pact with the United States, alliance chief Anders Fogh Rasmussen said on Monday.


An assembly of Afghan elders, the Loya Jirga, last month endorsed the security pact intended to shape the U.S. military presence in the country beyond 2014. But Karzai said he might not sign it until after elections in April.


The NATO-led force currently has around 80,000 troops in Afghanistan, the majority American. NATO is winding down combat operations, handing responsibility for fightingTaliban insurgents to the Afghans, before most foreign combat forces pull out by the end of 2014.

Without the U.S.-Afghan accord, NATO will not be able to finalize its own agreement with the Afghan government setting the terms for troops from other NATO and partner nations to remain in Afghanistan after 2014, Rasmussen told reporters.


"In that case, we don't have a proper legal framework in place and it will not be possible to deploy a 'train, advise, assist' mission to Afghanistan after 2014," Rasmussen said.


He voiced hope Karzai would follow the advice of the Loya Jirga and sign.


The agreement that NATO needs with Afghanistan is modeled on the proposed U.S. pact and, in any case, Washington is expected to supply most of the forces for the post-2014NATO mission, so without the United States, the mission is unlikely to be feasible.

Let's just leave already, and stop the flow of aid money...The money that doesn't get funneled into the hands of corrupt leaders and warlords goes to waste anyway. I've been in the area and seen what happens. We build nice facilities for them, which they either can't afford to maintain or don't care about. We pour money and effort into giving them farmingequipment and teaching different farming techniques, but the truth is, when we pull out they will grow whatever the Taliban tell them to grow. People who support our presence there tend to forget how it worked out for the Russians in the 80's...All in all, it's time to let the Afghani people run their own country; they did fine for thousands of years without our 'help' and there's too much of a cultural divide anyway.

With regards to geopolitical reasons to leaving a force in Central Asia... the fact is that this Muslim hellhole is not worth it... the trillion $$ rare earth materials have been signed off to the Chinese and like usual we end up paying for the safe passage of these materials to China. do you even know how wars are conducted? As a 100% disabled Vietnam vet I have seen war up close and personal, and war is barely organized Chaos. I think we should pull out of Afghanistan, but not for the reasons you posted. A religious war can and has gone on for centuries. People in the US don't have the stomach for a 100 year war, but that is no problem for Islamic terrorists, as they think God is on their side. As all sides pray to the same God (Allah is Arabic for God), and they have the same proof that he is real as the rest of the Abrahamic God believers. That is no proof that god even exists. So until he shows up in person, he is a myth to me and a growing number of people world wide.
