申请EI必须等到LAYOFF通知吗，到哪如何着手

i quit one job, and find another one through agency. but it is just tempotary. after one or two weeks no work, waiting for next time. i am tired about this kind of job. The agency agreed me to be layoff, but said next week. i worried it just an excuse. how can i start? thanks
