政府才不傻呢，他们心里很明白：要严格执法容易，可那样多伦多可以瞬间有十几万户因为住不起公寓而流落街头。你让政府补贴他们去住千把块一个月的公寓? 那还不是纳税人从兜里再掏钱嘛，谁愿意掏？

这家住了12户也太过分，估计邻里关系也不好，所以被人反复举报，最后政府不得不采取措施了。

There are hundred and thousands reasons to prove there is huge market for rooming house.
Market is objective. Nobody can change . It is free market. However by law should be upgraded with the population , the house size.................
