"Transit Without Visa and China Transit Trial"  - the person can only stay in the transit area and wait for the plane to the U.S. and cannot get out from the airport

If a Chinese wants to go to the U.S., he/she will fly from China to the U.S.  Why the person needs to come here first?  I don't think the airplant ticket will be cheaper if the person fly here first and then fly to the U.S.
