If NAP has to deal with a situation like this, NAP can't function. I don't think any political party any where in the world will be interested in this incideent.
May I ask a few questions:
1. Did they go to the wrong place?
If they did go to the wrong place, it is nobody's fault. Can I blame Beijing, if I go to Tokyo to attend the Olympics in 2008?
2. Did Parks and Rec change the location? If so, did they provide a reasonable notice?
If they didn't provide a reasonable notice, there is a reason to file a complaint.
3. Were they kicked out by the staff into the heat?
This is a key question. Anyone can stay in the centre when it is open. If they got kicked out during the operation hours, file a complaint.
4. What did the author expect the staff to do? Transport his family to the different location?
Tax payers will have to pay more for the transportation service. At present, the staff cannot provide the transportation even though they have a car, because the staff probably doesn't have business insurance for such a purpose.
