I disagree that 让财富资源自然地从社会中富有人士，流动到需要协助的人士手中共享，以取代个人私利。because a lot of time, the most generous poeple are mid and low income class. they just show their love and care. they don't really mind about income tax purpose. "the money collector" sometimes are rich people. no body reallly knows how was the money be well spent or not. i suspect the writter is one of those "financial expert.

donate -- tax return(some time more return than you donate, because they issue a receipt times higher than you donated)---the money spent within the community without paying tax (church)

It's a game of rich to avoid paying tax, or even get money from government. in the name of goodwill.
