there are too many Not-For-Profit organizations in canada and the government has to give them money to maintain their daily expenses such as salaries, rentals, etc. take a close look of who complaining about the the action. the money can't go directly to the ones in need, but to the mediators (NFP). So the government action is correct. then NFP salaried people have to find jobs themselves, not relying on the money which should go to the poor people. if you wants to sue and you are poor, get the money from the government directly, why go to the mediator to ask for the money.
