完全正确。暂停技术及团聚移民若干年，待已来的新移民都妥善安置且脱离贫困后，再逐渐放开移民政策。否则僧多粥少，大家都没好日子过。

There are many rich families living in Toronto. They need not to work, living in expensive house or condo. They live on the money bring in from their orginal country. when they report their income return, they reported small amount income. So, this type of families are counted in the poor family, and could countributed 10 % to the poor family.

I agree.
这个城市(Toronto)是一个贫穷和暴力的城市, 一个市侩的城市, 一个骗子满街跑的城市, 有智慧的人没有工作, 只有小人得志. 造就无数单亲妈妈的原因除了假离婚, 主要原因还是这个城市缺少工作机会.
