The police college in Toronto does not open to the public, you have to be a sworn officer to attend the college.
If you want to join Toronto police, check here Toronto Police . You first need to pass 4 different tests before you can apply, and depends on which service is currently hiring, you can submit your application to them. If the service is interested and put you on the process, you need to go through three interviews, two psychological  tests and background check, if you are lucky passing all these, you will get a job and attend the Ontario Police College for 13 weeks training.
