Still don't know who is the winner yet.
Sometimes the lowest bidder may not be the winner. The company will meet with the lowest bid company (or the winner) and askes some questions. Some questions may relate to the cost (why it is so low?) and the winning company's financial situation (if the project involve a lot of money). If the company has doubt about the winning company's ability to finish the project, it may require the winning company to buy a bond before it hands out the project or selects another company. That is why sometimes the lowest bidder is not the winner. |
