Unfortunately, you two are wrong on this. I got such answer from a meteorologist, one of researchers working in Chinese Meteorological Administration.

Don’t you realize that the weather changes much faster here than it does in most Chinese cities? It can just totally change in couple of hours and but that rarely happens in many Chinese cities.
