想上学去了， 请教一个问题？

想去多大读一个本科， 看不明白这句话：

An applicant must not have attempted any degree level academic work (or equivalent) at post-secondary institutions such as a university or polytechnic institute, or must not have completed more than two years of full-time studies in a College of Applied Arts and Technology (or equivalent).

啥意思? 照我的理解有了本科学位就不能再申请了? 很奇怪, 这句话到底和解? 请指教!
