The course you are looking for is called Police Foundation course usually offered by the community college, it is usually a 2 years program.
You don't need to take the program for the position of police constable, if you already had a university degree. You can take the so called pre-interview test to get the certification and directly apply. Even you take the program, you still need to go through the same process. The program does not give you any of the advantage; in fact, many of the police officers never took those courses. The program is for those young person who just out of the high school to have a feeling of what the policing look like. And from what I known that most of the people graduated from the program will not be a police constable due to the high competition. Currently around GTA, only one out of 10 person will be selected to get into the process and for those was selected, only one out of 12 to 15 will finally get the job (Toronto police is different, since no one wants to be a cop there, so it is easier to get in).
