有点乱说了。如果你没有工程师执照，而一个小工厂必须要有一个有工程师执照的人，可是这个小工厂只雇得起一个工程技术人员，你说小老板怎么办？小工厂只雇得起一个工程技术人员是一个普遍现像啊。

Currently it is not just English problem that make Chinese immigrants hard to find jobs. Many native Canadians and CBC without any English problem still find it hard to get a professional job if they are fired /laid off. It is because of the tough labor market in Canada.
