Yes, to thugs like Putin, the West's weakness is provocative. The more you retreat, the more they take advantage of you. The West apparently has not learned enough lessons from WW2.  Every time Obama says "we don't want a war with Russia", Putin reads it as "we are weak, so go ahead do whatever you want to".
That's why community organizer Obama is no match for KGB top agent Putin. Yes, nobody wants to go to war with Russia, but that doesn't mean you have to say it out loud everyday, Mr. Obama, unless you are indeed genuinely afraid of Putin.
