I do believe subway is best for a mega city like Toronto, although rising railway can also be considered for relatively less popular areas of the city.
The problem is labor cost in Canada is way too expensive. Even if the Chinese companies come over to build the subways, the cost will still be high since they have to pay their workers high wages required by Canadian labor law, unless they can bring tens of thousands 'guest workers' from China who live in tents and are paid <$1 an hour, then we can bring down the cost significanly. But I don't think the Canadian government will allow this to happen.
