The more they are regulating, the more the rent will go. Actually it is good for individual landlords.

you may get it wrong. this regulation is for RENT APARTMENT not for Condo owner. Condo owners who rent out their units actually will benefit from this regulation.
1. the more regulations to the RENT APARTMENTS, the less RENT APARTMENTs will be built. this will definitely drive the rents higher.
2. The Apartment tenants will pay more rent because of increasing repair or maintenance costs.
3. The condo units are quite new. there are less problems that are described in this regulation.

The rules cover landlords who operate apartment buildings taller than three storeys with 10 or more units.
