Are you sitting in the dark thanks to an unscheduled power cut? Are the roads you travel on every day full of potholes? Do you avoid travelling by train because Indian Railways — the largest rail network in the world — has a poor safety record, besides being suffocatingly overcrowded?

That unexpected quarter is China, seen by many in this country to be the biggest threat to India's security after Pakistan.

Ever since they gave us a sound thrashing in 1962, we have viewed the Chinese with an admixture of fear and rivalry. Fear that Beijing will continue its policy of sharing nuclearknow-how with Islamabad, heightening tensions between India and Pakistan. Fear that one of these days China will march in and take over Arunachal Pradesh, which it has long claimed as its own territory.

But even as these fears persist, the fearsome Chinese dragon has been making friendlyinvestment overtures to India. By far the most significant of these was made earlier this month when Beijing submitted a five-year trade and economic cooperation plan to New Delhi which envisages China financing 50 per cent of India's infrastructural investment, targeted by the 12th Five-Year Plan to be one trillion US dollars.The sectors where the Chinese want to invest are telecom; nuclear, solar and hydel power plants; railways; roads; and sewage treatment.

[ 转自铁血社区 http://bbs.tiexue.net/ ]If New Delhi were to accept the Chinese offer, it could help to revamp our overburdened infrastructure, which is seen as one of the major bottlenecks holding back the country's economic and social progress. Better infrastructure — more power, more roads, more trains — means a faster rate of growth — back to 9+% from the current -5% — and more jobs, which would help exorcise the demon of unemployment which is the root cause of much of the social and political unrest India faces.

Why does China want to invest in India, with whom it still has several unresolved border problems? The Chinese economy — even now the fastest growing major economy in the world, clocking a respectable 8% rate — is slowing down. Making infrastructural investments in India — which would involve the intensive use of Chinese machinery and other goods besides expertise — would give an economic boost to Beijing. The world's two most populous countries working together, instead of being at cross-purposes with each other, would make a formidable team.

So what's stopping New Delhi from opening the door to the Chinese dragon? The home ministry and the defence ministry are reportedly both against letting the Chinese in, citing security reasons. How can you trust the Chinese, with whom we fought a bitter and humiliating war in '62, and might have to fight another in future, over Arunachal or some other territorial issue?

Inter-ministerial communication could help to work out a solution whereby Chinese investment could be allowed entry without compromising security, say by proscribing Beijing from undertakingprojects in sensitive areas like Kashmir and the north eastern states. In the meantime, those of us in India who daily pray for a regular supply of bijli-pani, better roads, better publictransport might like, in order for the deal to come through, to do puja to the Ganesh or Lakshmi image that we have at home. That would be quite appropriate, seeing as how the Ganesh or Lakshmi image more than likely has a 'Made in China' stamp on it.

If border dispute between both the countries is resolved peacefully, I do not find anything wrong in making cooperation with China. infact Chinese model of development may be more ideal for us than that of US. As far as five-year trade and economic cooperation plan is concerned it is not fair to comment on this particular issue without knowing the details thereof.
假如两国之间的边境争端和平解决,那么我完全找不到和中国合作的坏处。实际上,中国的发展模式或许比美国的更适合我们。至于这五年贸易与经济合作计划(是否)令人担心,我觉得再我们在还不知道细节的情况下贸然评论并不公平。
