The writer is not in finance area. The project actually might be profitable for the winning bidder because different cost base for the material and labor.
Say it this way, he was a loser because his firm tried to do a small hair cut and hide heads in sands, while other firms were more smart to cut to bones.

The company will meet with the lowest bid company (or the winner) and askes some questions. Some questions may relate to the cost (why it is so low?) and the winning company's financial situation (if the project involve a lot of money). If the company has doubt about the winning company's ability to finish the project, it may require the winning company to buy a bond before it hands out the project or selects another company.
