事前真不知道有这么糟糕!看来大家都需要几年的时间来勒紧裤带,过一下紧日子了。

出标方是知道该中标金额是不可能完成工程的,他们最终也肯定会出更多的钱来保证工程完工,但这种方案他们出的钱是最少的。中标的公司当然没有利润可赚,但如今可以保住公司就是不错了。结果是两边都不吃亏。灾难来了,能顶住最困难的时期就能生存,作者的公司,以为店大不欺客就算是仁至义尽了,结果报了个最高价。

The writer is not in finance area. The project actually might be profitable for the winning bidder because different cost base for the material and labor.

Say it this way, he was a loser because his firm tried to do a small hair cut and hide heads in sands, while other firms were more smart to cut to bones.

标题: Still don't know who is the winner yet.
Sometimes the lowest bidder may not be the winner.  The company will meet with the lowest bid company (or the winner) and askes some questions.  Some questions may relate to the cost (why it is so low?) and the winning company's financial situation (if the project involve a lot of money).  If the company has doubt about the winning company's ability to finish the project, it may require the winning company to buy a bond before it hands out the project or selects another company.  That is why sometimes the lowest bidder is not the winner.
