It is a public forum and also a business for the ower.
The ower has to consider some other users' feeling.
If I were the ower, I would do the same thing.

My personal understanding is following (about "如果再有此类言论,我们将封闭您的用户资格") :
(1) That means that 管理員 is tired of (maybe angry) dealing with that kind of cases.
(2) Or he or she thought that you are challenging him:
for example, he thought he already deleted many similar posts or even closed your ID once. HOWEVER, YOU came (that was not wrong) to still use that kind “此類詞彙”.
In your side, however, you did not understand why the 管理員 deleted posts and closed your ID (管理員 might not point it out about "此類詞彙" and thought you knowingly offend the users of 51.ca). So you thought that 管理員 has mistreated you or dealt wrongly with you.
(3) according to the above, I strongly think that you are wrong about "所以,我在這裡的處境極其危險。甚至連三次警告都不需要."
I guess that you are very safe in 51.ca if you "我可以保證不再用“那個詞彙”" and dirty or illegel words.
