Personally,  I believe Jack used this word rather than "wife" because he wanted to express another meaning that Olivia Chow is not only his wife- -partner in life, but also partner of his career. They had been worked together to achieve their goal.

you could be right, but "wife" is a plain word to everyone, why Jack didn't use this word, instead of using partner? in this context wife and partner means differently. disagree with you that this has something to do with party job, since it refers to a family environment.

partner 是伙伴，搭档的意思， 想必除了wife以外，林顿还想表示他们是team member. 另外我还注意到英文媒体Canada Press发布的文章中是这样写的：
Layton's first marriage to high-school sweetheart Sally Halfor, which had produced two children, ended in 1983.

He would eventually team up with Olivia Chow, anther municipal power-broker. Together they would become the go-to couple of the left in Toronto politics.
