Theoretically, you could choose any graduate program you are interested in, even it is completely different from your undergraduate major. While in our real life, because of pre-requisite courses, knowledge background, related experiences etc., your opportunity is much more less than those people who have studied and showed their capability in the area.
Certainly, MBA or some economic programs have different stories, where some other personnel features are always emphasized other than what you have learned to get your bachelor degree.
For most Canadian unversities, TOFEL is a must, GRE is not required but recommended. Every single university has its own policy, you'd better contact them directly, or check their web pages.
