landlord tenant board usually pro towards tenant, most of the times, landlords are wasting their time, money and energy.
There is cost for landlord to file, $170.00. it cost tenant nothing to file. Tenant is in the win win and win situation.

看来你很了解landlord tenant board的运作特点。你的评论我也同意。不过这个案例，仲裁员的推理判断是蛮有趣的。

In this case the adjudicator's ruling is more fair, at lease he think the tenant didn't pay, that is the truth.
but the eviction is a long and hard process. specially in the winter, it might take 3 months to get eviction ruling, while the tenant stay there for free. even if at the end, the adjudicator ask the tenant to pay you the rent in rear, you have no way to collect it, when the tenant move out, it is almost impossible to track them down to collect your money.
