Nothing owes Canada to people who apply to immigrate. The thinking of the judge, who happily does not have to run a staggering economy and deal with the broken and abused immigration system other than his own agenda, is how the Immigration department got into the mess it is in. What choice does Minister Kenney have? Freeze all intake until the backlog is cleared? Will people be happy if processed but denied for being ineligible? Yeah it will break no deal or law whatsoever but it's a fucked-up deal for both Canada and foreign applicants.
