In China he needs "connections" and money.  In here, he only needs money and he can find the best doctors.  He could put his wife in special private clinics which are spcialized in pregnant women. Toronto also has good private schools. Yes, those schools usually have more "white children" than Chinese children.

No one force him to come here, it is his own choice.   I have no idea why he blames on other people and Toronot but not himself.
